Chapter 5: The List
The names belonged to residents Karen believed had misused HOA property.
Some had borrowed folding chairs.
One had used a community garden hose.
Another had taken a ladder from the maintenance area.
None of them had been accused of anything formally.
Karen had been keeping her own enforcement records.
The board was disturbed.
Not because the list was illegal, but because Karen had been quietly building a private system of surveillance inside a community where she had no official enforcement authority.
Margaret asked Karen why.
Karen said she was trying to protect the neighborhood from people who didn’t respect rules.
But Tom noticed something.
Almost every person on the list was an older resident.
People who lived alone.
People who rarely attended board meetings.
People who might not challenge her.
That discovery changed the mood of the room.
The board voted to issue Karen a formal cease-and-desist notice regarding unauthorized enforcement activities and to require all community emergency equipment to be inspected and documented.
Karen was furious.
But she did something nobody expected.
She asked whether the HOA would allow her to participate in the new safety committee.
Margaret considered it.
Instead of giving Karen authority over emergency equipment, the board offered her a limited volunteer role: helping residents learn emergency procedures under supervision, with no authority to remove, lock, or relocate equipment.
Karen almost rejected it.
Then she saw Tom watching her.
For the first time, neither of them looked angry.
Just tired.
Karen accepted.
The community began changing.
New inspection tags were placed on emergency equipment.
The fire hose cabinet received a tamper alarm.
Residents were given emergency-access instructions.
And the old storage shed was converted into a general maintenance room.
The hose would never be stored there again.
But one issue remained.
Karen had not yet apologized.
